The Andhra Pradesh legislative assembly on July 25, 2019, passed a bill by a voice vote, to recognise the rights of tenant farmers as cultivators—without affecting the title of the landowners. The Andhra Pradesh Crop Cultivators’ Rights Bill, 2019, seeks to provide all amenities, including banking and insurance benefits, to tenant farmers.

Tenant farmers have little or no land and take up agricultural land on lease with the passage of the Bill, they would now be issued Crop Cultivator Rights Card, which will enable them to get all benefits provided in the bill, such as getting bank loans, input, and other subsidies.

The Bill is considered a win-win situation for both the landowner and tenant because it would benefit farmers without being detrimental to the interests of landowners. The landowner would have absolute rights over the land, while the tenant farmer would have rights only on the crop. As per the provisions of the bill, the tenant farmers would enter into an 11-month agreement with the landowners for the cultivation of land. They would enjoy the rights on the crop for 11 months and then have to renew the agreement every year.

Prior to this development, the situation was that the landowners were afraid of recognising tenant farmers on record and so denying them the requisite documents to avail the loan. Most banks shied away from giving loans and insurance to the tenant farmers in the absence of documents. As a result, both landowners and tenant farmers suffered losses. The bill would address these issues.
