Fifteen Members of Parliament have been nominated by the Lok Sabha Speaker as ‘associate members’ of the Delimitation Commission on Jammu and Kashmir, and four north-eastern states. The nominated members are from Jammu and Kashmir, Assam, Manipur, Nagaland, and Arunachal Pradesh. They will assist the delimitation panel in redrawing parliamentary and assembly constituencies of the north-eastern states and the union territory of Jammu and Kashmir.
Jammu and Kashmir is now a union territory with a provision of a legislature but at present has no legislative assembly.
The nominations were made on the request of the Delimitation Commission, which had written to the Lok Sabha Speaker and the presiding officers of the assemblies of the four north-eastern states to name associate members of the panel.
According to a Lok Sabha bulletin of May 26, 2020, the 15 MPs include union ministers KirenRijiju and Jitendra Singh.KirenRijiju and Tapir Gao will represent Arunachal Pradesh.PallabLochan Das, Abdul Khaleque, Rajdeep Roy, DilipSaikia, and Naba (Hira) Kumar Sarania will represent Assam. Manipur will be represented by Lorho S.Pfoze and Ranjan Singh Rajkumar, and Nagaland by TokhehoYepthomi.
Farooq Abdullah, former chief minister of the erstwhile state of Jammu and Kashmir, Mohammad Akbar Lone HasnainMasoodi, Jugal Kishore Sharma and Union minister Jitendra Singh will represent the union territory Jammu Kashmir.
On March 6, 2020, The Delimitation Commission was constituted by the government of India to redraw the Lok Sabha and Assembly constituencies of Jammu and Kashmir, and the north-eastern states of Arunachal Pradesh, Assam, Manipur, and Nagaland. This commission is to be headed by former Supreme Court judge, Ranjana Prakash Desai.
The Chief Election Commissioner of India, Sushil Chandra, and the state election commissioners of Jammu and Kashmir and the four northeastern states will be its ex-officio members. The commission will delimit the constituencies of Jammu and Kashmir in accordance with the provisions of the Jammu and Kashmir Reorganisation Act of 2019, and of Assam, Arunachal Pradesh, Manipur and Nagaland in accordance with the provisions of the Delimitation Act, 2002.
