As per a bulletin of Sample Registration System (SRS) data, Delhi’s infant mortality rate (MR) lowered by two points to 16 in 2017 compared to the year before. Thus, Delhi becomes a state with the second lowest infant mortality among states with 10 million population or more. Tamil Nadu also shares the same IMR. Other large states like Kerala, Maharashtra, and Punjab recorded an IMR of 10, 19, and 27 for 2017. Tamil Nadu showed a decline of one point, while the other three states showed no decline. The overall IMR of India is 33, which is also one point lower, compared to the year before. The bulletin also shows India’s birth rate per 1,000 population, which went down slightly to 20.2 in 2017. Similarly, India’s death rate per 1,000 population slightly reduced from 6.4 in 2016 to 6.3 in 2017.

Infant mortality rate (IMR) is the number of children dying before the age of one for every 1,000 live births and represents a crude indicator of the health scenario.

Healthcare Innovations

Delhi recorded a sharp and incredible decline in IMR in the last five years from 24 deaths per 1,000 live births between 2013 and 2016 to 16 in 2017, i.e., a 33 per cent decline, which is mainly attributed to healthcare innovations. During this period, immunisation went up from 55 per cent to 92 per cent under the intensified Mission Indradhanush. Other factors include better socio-economic status, improved immunisation coverage, and more vacancies. Delhi saw an average 1.6 point decline a year, which is not really a jump, however, it is much less than the national average.

Civil Registration System (CRS)

As per data from civil registration system (CRS), published in annual report on Registration of Births and Deaths, Delhi’s mortality rate is 20.83, which is more accurate as deaths in Delhi hospitals are recorded including those of children from the neighbouring states. On the other hand, the survey is conducted in Delhi household and the result is then extrapolated for the population.
