On July 12, 2019, the Union Home Ministry issued social media norms in its first social media and Internet policy for government employees, to prevent security breach and ensure sensitivity of data. As per National Information Security Policy and Guidelines (NISPG) official, about 30 attempts are made on daily basis by foreign hackers to unlawfully extract confidential information and deface government portals.
The directions are for all personnel, including employees, contractual staff, consultants, partners, third-party staff who manage, operate, and support information system, facilities, communication networks and information created, accessed, stored and processed by or on behalf of the government. The ministry has cautioned them not to disclose official information on social media, social networking portals or applications, unless authorised to do so.

Directions from the Home Ministry
The ministry has issued the following directions:
(i) Do not disclose official information on social media.
(ii) All classified data should be encrypted before copying into the removable storage media, designated to store classified information.
(iii) No classified information of government can be stored on private cloud services like Google drives, Dropbox, iCloud, etc., which is a punishable offence if the information is leaked.
(iv) Classified information should be stored in only one removable storage media allocated by the organisation for work purposes.
(v) Taking away a USB device out of offices is banned, unless permitted.
(vi) Accessing social media on official devices like computers, mobile phones, etc., is not allowed, unless permitted.
(vii) Use only stand-alone systems to carry out classified work.
(viii) No communication of classified information through e-mail or official e-mail accounts should be accessed from public Wi-Fi connections.
List of Best Practices
Apart from the guidelines, the ministry has also issued a list of best practices for its employees, using their home Wi-Fi networks for official work. The list includes: (i) employees should consider using Media Access Control (MAC) address in their wireless router because wireless routers can screen the MAC addresses of all devices, connected to them; and (ii) users can set their wireless network to accept connection only from devices with MAC addresses, recognised by that router.
Social Media Users
As per a study by the NITI Aayog, there would be 730 million Internet users in India by 2020. Of them, 75 per cent would be new users from rural areas. There would be 175 million online shoppers. Travel and eCommerce transactions would increase by 50–70 per cent respectively. Smartphone users are in a large number who get exposed to malware-infected website unknowingly.
