A web-based analytical tool was launched by the government on June 1, 2018 to aid in closer monitoring of the flow and utilisation of foreign contributions received by NGOs and other organisations under the FCRA.

An official statement said, the tool will help to scrutinise source of foreign funds and their use in India. It will enable decision makers to take data-driven and evidence-based decisions in relation to compliance of the provisions of the Foreign Contribution (Regulation) Act, 2010.

The Home Ministry figures reveal that approximately 25,000 active organisations are registered under the FCRA and these received foreign funds amounting to ` 18,065 crore during 2016-17. These organisations conduct multiple financial transactions in receiving and using foreign contributions.

The tool conducts big data mining and data exploration, and its dashboard will be integrated with the bank accounts of FCRA registered organisations through the Public Financial Management System for updating data related to transactions on a real-time basis. Therefore, the tool will enable effective monitoring of hundreds of thousands of such transactions on yearly basis.
